Cumbria operates a two tier system of local government, with services such as education, health and social care, planning, licensing, street cleansing, refuse collection, and recycling undertaken by one of two unitary authorities in Cumbria - Cumberland Council and Westmorland and Furness Council, while non-statutory community matters decided by town and parish councils.
